IMPACT STORY
Transforming Vocational Training (TVET) in Rwanda through digital literacy and 21st century pedagogy


OBJECTIVES
In partnership with the Rwanda TVET Board (RTB), this project trained 2,500 TVET trainers across all 30 districts in basic digital literacy and e-teaching skills. To support this, RTB provided laptops to all participating teachers.
RTB selected 30 Master Trainers (MTs)—one per district—based on their IT background. After a five-day face-to-face training, each MT conducted 1-day school-based inductions for the teachers they supported. The remainder of the training was delivered online via the DSF platform, allowing the 2,500 teachers to complete the learning at their own pace. The program progression was tracked through a life-dashboard allowing for direct intervention and for accountability within the schools.
This blended approach ensured practical support, digital upskilling, and long-term sustainability nationwide.

Since I completed the digital skills program, my teaching methodology and the way of delivering a session and giving an assessment have changed completely. The students are happy to learn because of the use of videos often which makes them enjoying to come in class. Because of the skills I got from DSF, I have created a YouTube channel, (ICT TO ALL by JOSEPHA ) through ICT courses, where I send links to the students, to study and do assessments. In my teaching, I put the students in groups, where everyone works, and participates, which increases student engagement. OUTCOMES
The program laid a strong foundation for future capacity building by increasing confidence in online learning among participants. Teachers adopted new classroom methodologies, incorporating digital tools where available, and shifted from teacher-centred to student-centred approaches that foster greater student engagement.
There was a significant increase in digital literacy, enabling educators to confidently build their skills and take pleasure in teaching in a digital environment. The successful completion of online modules demonstrated participants’ ability to meet learning objectives, confirming their technical readiness for digital education.
As of September 2022, all 30 Master Trainers completed and received certification in all three courses. In total, 3,586 certificates were awarded, with 1,133 teachers completing both mandatory programs—marking a major milestone in building a digitally empowered TVET teaching workforce in Rwanda.
