Welcome to DSF France!
We began as Digital Skills Foundation, with the aim of laying the essential groundwork for digital literacy. As the digital landscape rapidly evolved and learners’ needs shifted, it became crucial to offer practical, hands-on skills accessible at scale.
To meet these new challenges, we became Digital Skills Factory.
This new identity reflects our commitment to innovation, large-scale impact, and empowering everyone to thrive in today’s digital world.

Course Offerings
An online assessment tool that uses the EU DigComp framework to accurately assess digital skills levels, identify improvement areas, and align results with training resources.
More than 400 hours of content related to digital and 21st Century skills, for youth, workforce, and teacher development.
An online job aggregator that allows individuals to find jobs based on their skill level and environment. Especially designed for universities and youth development programs.

Annemijn Perrin – Saeijs 
CEO & Founder
Annemijn is based in France and approaches challenges with a positive outlook. She excels at developing projects in unique international environments alongside diverse teams. Driven by a desire to succeed, she believes that through mistakes, we learn the most. “Improvement and finding solutions in complex situations motivate me each morning,” she says.
Guillaume Perrin
Chief Financial Officer
He is based in France and has extensive experience as a business leader; which makes him one of the cornerstones of DSF. Creative in terms of development ideas, but rigorous when it comes to money, and steady as a rock when things get rough. He is the person you should speak to for anything regarding finances.
Laurie Sestier
Digital Learning Manager
Laurie, our computer and Moodle fairy, radiates with her big smile and legendary patience. With over 15 years’ experience in IT support, she has that rare talent of making the most complex things simple. Based in France, Laurie ensures the smooth running of the SkillMap and Upskill platforms. She also oversees the development and updating of digital content, ensuring that learning experiences are fluid and accessible.
Elsa Debieuvre
Administrative and project manager
Elsa is a teacher by heart. She loves helping people to grow their full potential. Throughout her career, she has either done this in a private capacity, being part of support groups for the community or through the teaching profession. Today as an Educational leader at DSF, she is devoted to making sure that our trainers,
students and teachers reach their goals, allowing for a better inclusion onto society. Having been trained and having worked as a primary teacher, she ensures that all teachers are well equipped for the 21st century learning,allowing our youngsters to thrive.
Nathalie Perrin
Director of Partnerships and Funding
Based in France, Nathalie has over 20 years of experience in philanthropy, fundraising, and partnership development. She is dedicated to advancing education and bridging societal gaps through innovative funding strategies. With a strong international background, she is passionate about multiculturalism and openness to the world.
Data analyst
Mike is a curious and impact-driven data analyst with an entrepreneurial soul. He turns raw numbers into sharp insights and big ideas into real-world impact. Whether he is building dashboards at scale, running marathons or negotiating the next big move, he brings full energy, ownership and a touch of boldness to everything he does. He always finishes what he starts and leads with generosity and he is not afraid to speak up, step in or stand out.

With over five years’ experience in the audiovisual and artistic direction fields, Ninon is the group’s photographic eye. Her mind is always full of new ideas, and she brings a touch of creativity to the company. She always bring her smile to work and challenging herself is an integral part of her job.
