With the aim to enable anyone to thrive in a constantly evolving digital environment DSF’s approach is based on reliability, cost-effectiveness, sustainability and a guaranteed return on training investment.
With our internationally recognized accreditations and expertise in e-learning, DSF works with governments, NGOs, companies and educational establishments to offer digital upskilling and 21st Century training adapted to each audience, each context, and each territory.
A model ready to scale:
At DSF, small projects are made big. Every scaled deployment includes:
- training of trainers to build a local network of mentors and facilitators
- training in national content creation and platform administration
- integration into public policies: school curricula, continuing education, e-government
Our Story
A social enterprise funded by Annemijn Perrin, DSF began its adventure in 2017, in France.
Since then, DSF has established itself as a global leader in digital upskilling and 21st century training, operating in 16 countries across 3 continents.
With offices in France (HQ), Rwanda, and the United Kingdom, DSF is growing and combines local presence with a global reach, empowering learners and transforming education systems in the countries we operate.

Our team has extensive experience in the public, private and non-profit sectors.
It is drawn from a diverse field of professions including teaching, publishing, and education technology.
CEO & Founder
Annemijn is based in France and approaches challenges with a positive outlook. She excels at developing projects in unique international environments alongside diverse teams. Driven by a desire to succeed, she believes that through mistakes, we learn the most. “Improvement and finding solutions in complex situations motivate me each morning,” she says.
Head of Business Development
Andy, based in the United Kingdom, has extensive experience in global markets, data, and entrepreneurship. He inspires others with innovative ideas and serves as a mentor to the younger generation. He is a valuable team member who brings positivity and a sense of humor to the workplace.
Chief Financial Officer
He is based in France and has extensive experience as a business leader; which makes him one of the cornerstones of DSF. Creative in terms of development ideas, but rigorous when it comes to money, and steady as a rock when things get rough. He is the person you should speak to for anything regarding finances.

Susanna, based in South Africa, has over 20 years experience in the education sector on the African continent. With her positive attitude who always sees the best in everyone and everything, she keeps us all in a positive vibe. She excels in teacher professional development, e-Content development, advocacy, project conceptualisation, project management and implementation.

With a wealth of experience in tech start-ups and years of expertise on the African continent, Karl drives the Rwandan office toward excellence in sustainable development and impactful projects. His calm presence, uplifting positivity, and signature radiant smile make him an invaluable asset to the team.

Based in France, Nathalie has over 20 years of experience in philanthropy, fundraising, and partnership development. She is dedicated to advancing education and bridging societal gaps through innovative funding strategies.
